The agreement, part of the broader <strong>Regional Economic Integration Framework (REIF)<\/strong>, was signed on <strong>June 27, 2025<\/strong>, in <strong>Washington, D.C.<\/strong>, with support from the <strong>United States government<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In an official statement issued on <strong>August 1, 2025<\/strong>, the <strong>U.S. Department of State<\/strong> confirmed its support for the initiative, which aims to bring economic stability and regional development through <strong>investment, infrastructure, and cooperation<\/strong> in key sectors.<\/p>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Key Areas of Economic Cooperation Between Rwanda and DRC<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The two neighboring countries have agreed to coordinate efforts and investments in the following sectors:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Mining<\/strong><br>Focus on legal mineral extraction, value chain development, and elimination of illicit mining activities.<\/li>\n\n\n\n<li><strong>Energy<\/strong><br>Joint projects including the <strong>Ruzizi III hydroelectric project<\/strong> and <strong>methane gas exploitation from Lake Kivu<\/strong> to increase electricity generation and distribution across both nations.<\/li>\n\n\n\n<li><strong>Infrastructure<\/strong><br>Development of <strong>transport networks, storage facilities, ICT systems<\/strong>, and <strong>regional markets<\/strong>, with an emphasis on attracting <strong>private sector investment<\/strong> to boost trade and mobility.<\/li>\n\n\n\n<li><strong>Agriculture &amp; Industry<\/strong><br>Promotion of modern, sustainable agricultural techniques and support for industrial growth that leverages shared resources.<\/li>\n\n\n\n<li><strong>Tourism &amp; Conservation<\/strong><br>Joint management of <strong>transboundary national parks<\/strong>, creation of secure eco-tourism zones, and support for tourism entrepreneurs across borders.<\/li>\n\n\n\n<li><strong>Health Cooperation<\/strong><br>Strengthening public health systems in <strong>border areas<\/strong>, joint prevention of <strong>epidemics<\/strong>, and collaboration in <strong>medical research and data sharing<\/strong>.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Tackling Illegal Mining and Promoting Sustainable Growth<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Both countries committed to curbing <strong>illegal trade, extraction, and smuggling<\/strong> of precious minerals, a longstanding issue that has contributed to regional instability. Instead, Rwanda and the DRC aim to promote <strong>professional, transparent, and inclusive mining practices<\/strong>, ensuring that local communities benefit from resource wealth.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">\u201cThe goal is to develop a regional economy grounded in principles, productivity, and professionalism \u2014 especially in the mineral sector \u2014 to uplift low-income populations,\u201d the U.S. statement read.<\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Energy Cooperation: Powering Shared Growth<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The REIF plan places strong emphasis on energy integration, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Finalizing the Ruzizi III project<\/strong>, a major hydroelectric facility shared by Rwanda and DRC.<\/li>\n\n\n\n<li><strong>Harnessing Lake Kivu\u2019s methane gas<\/strong> to boost electricity supply in both countries.<\/li>\n\n\n\n<li>Exploring a <strong>common electricity market<\/strong> to improve access and reduce costs.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Tourism and Transboundary Park Management<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">As part of efforts to promote <strong>sustainable tourism<\/strong>, the two nations pledged to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Strengthen security and conservation in <strong>shared protected areas<\/strong>.<\/li>\n\n\n\n<li>Harmonize laws and law enforcement practices related to park management.<\/li>\n\n\n\n<li>Develop <strong>cross-border tourism circuits<\/strong> and <strong>joint tourism investment<\/strong> platforms.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Public Health and Disease Prevention<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">Rwanda and the DRC also plan to intensify collaboration in <strong>public health<\/strong>, including:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Preventing the spread of <strong>infectious diseases<\/strong> across borders.<\/li>\n\n\n\n<li>Coordinating on <strong>epidemic response<\/strong>.<\/li>\n\n\n\n<li>Sharing medical data and <strong>promoting regional medical research<\/strong> initiatives.<\/li>\n<\/ul>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>Security and Monitoring Meetings Continue<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">On <strong>July 31<\/strong>, both governments held the first <strong>monitoring meeting<\/strong> in Washington to review progress on the peace and economic cooperation framework. A follow-up meeting is scheduled for <strong>August 4<\/strong>, focusing on:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Joint efforts to <strong>dismantle the FDLR<\/strong> (Democratic Forces for the Liberation of Rwanda).<\/li>\n\n\n\n<li>Gradual removal of <strong>security measures imposed by Rwanda<\/strong>, contingent on the DRC\u2019s actions toward disbanding armed groups.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">Rwanda reiterated its readiness to support peace and regional economic integration, but also emphasized that security concerns remain paramount.<\/p>\n\n\n\n<blockquote class=\"wp-block-quote is-layout-flow wp-block-quote-is-layout-flow\">\n<p class=\"wp-block-paragraph\">Rwanda\u2019s Minister of Foreign Affairs, <strong>Amb. Olivier Jean Patrick Nduhungirehe<\/strong>, recently told Parliament that while Rwanda supports peaceful collaboration, it will maintain its defense measures as long as the <strong>FDLR remains active<\/strong> with support from within DRC territory.<\/p>\n<\/blockquote>\n\n\n\n<hr class=\"wp-block-separator has-alpha-channel-opacity\"\/>\n\n\n\n<h3 class=\"wp-block-heading\"><strong>A New Chapter for Regional Integration<\/strong><\/h3>\n\n\n\n<p class=\"wp-block-paragraph\">The REIF framework presents a <strong>historic opportunity<\/strong> to shift the focus from conflict to cooperation in the Great Lakes Region.
