Muhanga District, Rwanda \u2013 August 2025<\/strong> \u2014 The Governor of Rwanda\u2019s Southern Province, Alice Kayitesi<\/strong>, has called on citizens to take active roles in their own development, emphasizing that real progress only happens when communities engage meaningfully in transforming their lives.<\/p>\n\n\n\n

Governor Kayitesi made these remarks during a community visit to Nyarusange Sector<\/strong> in Muhanga District<\/strong>, where she expressed concern over the prevalence of illegal mining activities<\/strong> in Ngaru Cell<\/strong>, particularly involving local youth engaged in informal and unsafe mining\u2014often referred to as abahebyi<\/em> or abanyogisi<\/em>.<\/p>\n\n\n\n

Illegal Mining Costing Lives<\/strong><\/h3>\n\n\n\n

Governor Kayitesi condemned the continued involvement in illegal mining, noting its fatal consequences<\/strong> and the misconceptions<\/strong> surrounding law enforcement efforts.<\/p>\n\n\n\n

\u201cWhen authorities intervene to stop these dangerous practices, it\u2019s seen as harassment. But in reality, we\u2019re saving lives. In recent months alone, six people have died<\/strong> from mining-related incidents in this area,\u201d she said.<\/p>\n<\/blockquote>\n\n\n\n

She reminded residents that no profit is worth a human life<\/strong>, stating:<\/p>\n\n\n\n

\u201cYour child\u2019s life is irreplaceable. If you neglect their well-being, only to hear tomorrow that a mine collapsed on them, what will you have gained?\u201d<\/p>\n<\/blockquote>\n\n\n\n

What It Means to Put the Citizen First<\/strong><\/h3>\n\n\n\n

Governor Kayitesi challenged the popular notion that putting citizens first means giving handouts<\/strong> without requiring community effort.<\/p>\n\n\n\n

\u201cDevelopment is not about simply opening an office at the Cell level to offer services. It\u2019s about security, wellbeing, and dignity<\/strong>\u2014and this begins with individual responsibility,\u201d she noted.<\/p>\n<\/blockquote>\n\n\n\n

She emphasized that government support depends on citizen participation<\/strong>, urging people to stop waiting passively for help and instead work hard and contribute<\/strong> to their own development.<\/p>\n\n\n\n

\u201cEven in the Bible, Jesus performed miracles only for those who showed initiative. So, take your small plot, fertilize it, and plant quality seeds. That\u2019s how transformation begins,\u201d she added.<\/p>\n<\/blockquote>\n\n\n\n

Idle Culture Criticized<\/strong><\/h3>\n\n\n\n

The Governor also criticized a growing culture where men gather in local trading centers to gossip<\/strong> while others are working.<\/p>\n\n\n\n

\u201cYou find someone sitting idle all day under the pretext of looking for information. What will you do with that information? Why not get up early and go to work?\u201d she asked.<\/p>\n<\/blockquote>\n\n\n\n

She warned that material comfort<\/strong>, such as buying clothing or paying health insurance (Mutuelle de Sant\u00e9<\/em>), is not the full measure of empowerment.<\/p>\n\n\n\n

\u201cYou bought a wrapper, and you paid for health insurance\u2014that\u2019s good, but not enough. What about long-term transformation? What about your children\u2019s future?\u201d she pressed.<\/p>\n<\/blockquote>\n\n\n\n

Call to Action: Education, Health, and Unity<\/strong><\/h3>\n\n\n\n

Governor Kayitesi urged families to invest in education and nutrition<\/strong> for their children, ensure they receive proper healthcare, and work together in unity to build a better future.<\/p>\n\n\n\n
