During his state visit to Egypt on September 23, 2025, President Paul Kagame and President Abdel Fattah Al-Sisi signed several cooperation agreements covering investment, water management, housing, and a unique land exchange initiative.
Kagame said the agreements mark a new chapter in bilateral relations, citing Egypt’s role in healthcare training and Rwanda’s efforts to expand access to quality medical services, including vaccine production. “We see great potential in working together to transform Africa’s abundant natural resources into high-value products,” Kagame stated.
The deals will also boost private-sector engagement, with businesses from both nations targeting opportunities in agriculture, pharmaceuticals, and energy. Kagame also held talks with Ahmed El Sewedy, CEO of Elsewedy Electric, to explore energy and infrastructure investments in Rwanda.
The partnership builds on agreements signed in August 2024 in health, transport, and defense, reflecting the growing strategic ties between Kigali and Cairo.
