The ongoing nationwide integration of SACCOs has already borne fruit in Nyarugenge District, where Icyerekezo SACCO now issues loans of up to Rwf 120 million—far above the previous Rwf 10 million cap.
The merger of sector-based SACCOs into one district institution has streamlined services, expanded loan limits, and reduced interest rates from nearly 30% to below 20%.
“This is a major milestone for our members,” said branch accountant Uwangakurutwa Marie Thérèse. “It means more entrepreneurs and households can access affordable credit.”
BNR officials say the process, which started in Kigali before expanding nationwide, will be completed this fiscal year. The end goal is a Cooperative Bank that will unify all SACCOs under one national framework.
Since 2009, SACCOs have been a driving force in financial inclusion, helping raise access to financial services to 96% by 2024, with membership topping 4 million and savings exceeding Rwf 164 billion.
