President Paul Kagame has appointed Col Régis Rwagasana Sankara as the Deputy Director General in the Office of the President, and Viviane Mukakizima as the Deputy Director General in the Office of the Prime Minister.

The changes were announced in a statement released by the Office of the Prime Minister on October 10, 2025.

Mukakizima had been serving as the Deputy Director General in the Office of the President since September 18, 2025, meaning she held that position for just over three weeks.

She is also the Vice Chairperson of the Board of Directors of the Rwanda Broadcasting Agency (RBA), and has vast experience in media and communications, having previously worked with Reuters and served in the Office of the President since 2012.

In 2021, she was appointed Director of Communications in the President’s Office before becoming Deputy Chief of Staff.

Mukakizima holds a Bachelor’s degree in Journalism from Daystar University and a Master’s degree from the University of Warwick in the United Kingdom.

Col Rwagasana Sankara previously served as the Executive Office Security Liaison in the President’s Office since 2021. A highly trained military officer, he was recognized as the best performing student at the RDF Command and Staff College in Musanze, where he graduated in 2019.

He is also an alumnus of the Royal Military Academy (École Royale Militaire – ERM) in Brussels, Belgium.
