KIGALI – The Rwanda Investigation Bureau (RIB) has dismantled a scam network operating around banks in Kigali, warning citizens to be alert when seeking financial services.

The three suspects — Nkurunziza John, Dushimiyimana Emmanuel, and Gatongore Issa — reportedly worked together to identify and deceive clients, especially those unfamiliar with banking or foreign exchange services.

Their method involved posing as foreigners with large sums of U.S. dollars, convincing victims to exchange money for quick profits. Victims were shown bundles of paper cut to resemble banknotes, topped with genuine $100 bills, before being tricked into handing over their own money.

RIB said the men have a history of fraud convictions dating back to 2018. Investigators believe they may have defrauded several more victims and urged the public to come forward with complaints.

“People must be cautious at banks. Do not trust strangers who approach you with promises of profit,” Dr. Murangira emphasized. He praised citizens who provided information leading to the suspects’ arrest.
