Dr. Fidelis Rugigana has said Africa’s nuclear energy ambitions can only succeed through good governance, transparency, and public accountability.

He spoke on May 19, 2026, during an international nuclear energy summit being held in Kigali.

Rugigana noted that several African nations are increasingly considering nuclear energy as a sustainable solution to meet future energy demands.

He said separating regulatory institutions from implementation agencies is critical for maintaining professionalism and public confidence.

Using Rwanda as an example, he pointed to the distinction between Rwanda Utilities Regulatory Authority (RURA) and the country’s Nuclear Energy Agency.

Rugigana added that involving citizens in decision-making processes is necessary to ensure nuclear energy projects achieve their intended goals.
