
President Paul Kagame has called on newly appointed senior officials to show competence, knowledge, and strong commitment in serving the country, emphasizing that leadership is about delivering tangible results for the benefit of all Rwandans.
The Head of State made these remarks during the swearing-in ceremony of the Prime Minister, members of the Government, and senior officials from the Rwanda Development Board (RDB), held on July 31, 2025.
Leadership Begins with Ability, Knowledge, and Willingness
President Kagame reminded the leaders that being entrusted with a position is not just a matter of title, but a reflection of personal capacity and a readiness to serve the nation selflessly.
“Leadership starts with individual ability, knowledge, and the will to act. You must be willing, you must understand what needs to be done, and you must have the capacity to deliver,” he said.
He stressed that appointment to public office is based on the recognition of one’s potential, but how one executes their duties should go beyond expectations — prioritizing national interests over personal gain.
“You were given these responsibilities because your potential was recognized. But the way you carry them out should reflect your understanding that it is not just about you — it’s about serving the country,” he added.
Leadership Requires Inner Conviction
President Kagame also highlighted that true leadership is driven from within, not just through instructions or reminders from others.
“People can teach you, guide you, or remind you. But if the conviction is not within you, if you don’t internalize the purpose of your role, the work will not go well,” he cautioned.
Public Service Means Solving Citizens’ Problems
The President urged all leaders to always remember that their core mission is to solve problems faced by Rwandans, who expect efficiency, honesty, and results from their government.
“Rwandans look up to us. They trust us to help them overcome their daily challenges. That trust must be honored with action.”
Rwanda’s Progress Depends on Self-Reliance
President Kagame emphasized the importance of building Rwanda’s development from within, instead of over-relying on development partners or external actors.
“We must avoid the mindset that someone else will save us. Development should start with us, using what we have and knowing where we come from and where we are going.”
He reiterated that Rwanda has its unique context, culture, and history, but this should not hinder its growth. Instead, Rwandans must work even harder to ensure the country catches up with others that have already advanced.
“We often talk about development. Others have developed, so why not us?”
Accountability: A Weekly and Monthly Practice
In a powerful call to action, President Kagame challenged all government leaders to conduct regular self-assessments, reviewing their performance weekly or monthly and striving for continuous improvement — even if they are already doing well.
“No one brought Rwanda to where it is today by chance. Progress was achieved because people made an effort. That same spirit must continue.”
